The Owens Lake Dust Mitigation Program Phase 9/10 project was designed to mitigate dust emissions on 3.62 square miles of the Owens Lakebed. This project developed 14 dust-control areas on a 3.62-square-mile portion of a dry lakebed using locally sourced gravel cover, vegetation and sustainable shallow flooding. Finalizing a 15+ year program, the project was completed in December 2017. Upon completion of Phase 9/10, the City of Los Angeles’ overall investment in the Owens Lake Dust Mitigation Program was approximately $2 Billion.

Our Role
Sequoia’s scope consisted of providing comprehensive quality control inspection and testing for the mitigation efforts for 3.62 square mile area including earthwork, base and riprap cover for the lakebed. Sequoia maintained an onsite mobile laboratory for the entire duration of the project.
